Explorer.exe keeps restarting while scrolling on the start menu A few hours ago, I've encounter a problem where in explorer.exe keeps restarting after I scroll a few using my scroll wheel. It doesn't restart when I'm dragging the scroll bar to scroll with the start menu.
I'm very much missing the Windows Explorer Toolbar which was in XP, the one with the Delete icon and the Open/Close switch for the panel which lists all the folders.

To add to this, the Windows Update area thinks it is a Windows 10 device. It shows Feature update to Windows 10, version 22H2 which was successfully installed on 16 Jan 2023.
