Kebijakan itu berlaku untuk seluruh kegiatan yang memerlukan perizinan, baik yang digelar pemerintah maupun pihak swasta. Kebijakan tersebut diambil sebagai bentuk keprihatinan atas musibah yang terjadi di sejumlah daerah, terutama di Sumatera. Pemprov DKI ingin perayaan Tahun Baru di Jakarta berlangsung lebih khidmat dan penuh empati.
